SERIOUSLY, texas has an IT oursourcing rate of 21% (compared to the national
18%) so this is no surprise. maybe new contract employment will offset the
massive layoffs, moving private sector jobs into public. how weird is that?
(though he wasn't alone in his predictions of a bubble-busted economy, my
