No, they sue whoever launched it. The only way to make a centralized
system like Napster work is to have a company (or person) anonymously
set it up on Havenco. They could sue a John Doe but never collect, and
no possibility to shut down servers since Havenco will give them a big
middle finger.

Even decentralized software makers can be sued under the DMCA if they
meet some fairly basic tests for violations.

Anyone hear what other possible Havenco locations may launch?
