Bush now says that helping consumers (he said consumers, not tax payers) pay
their energy bills should be the impetus for passing his tax plan. Does this
mean he is considering a rebate for consumers in addition to the tax refund?
He referred to the refund as an incentive (I guess for tax payers to pay for
their energy consumption?) - could this signal he now realizes the only true
incentive is the democrats proposal to lower the payroll tax?

So now I'm really confused - what exactly does he want to give us, and to
whom? And no matter what we receive, a refund or a rebate, will there be
anything left as incentive after we've paid it all out just to keep our
lights on?

Call me a conduit for the cartel.
