Boy, someone needs a lesson in marketing! You need a more positive name,
like "Project for Excellence in Web Pages". No one is going to want the
words "Bad Design" at the top of their page!
Otherwise, I like the idea, although it sounds like something that should
(also?) be automated and included in web site design programs (FrontPage or
whatever).
