FWIW
I just checked, and Pac Bell's DSL guarantees an up/down
stream rate, with caveats that the system past the headend
isn't under their control. And they don't have problems
with servers ---they'll charge you for a fixed IP, but
Freedom et al. "nodes" don't require even that.
