See http://www.microsoft.com/ntserver/communications/phonefaq.htm

"MS Voice provides speaker-independent voice command for any Windows 95
application. With MS Voice, you can tell your PC to dial a person's
number by just speaking that person's name. In addition, with MS Voice's
text-to-speech support, you can have your computer read you e-mail
messages to you even if you're checking messages remotely."

However... it's currently available only through OEMs.

See also http://research.microsoft.com/research/srg/main.htm, from the
Speech Research Group. (Too bad they aren't the Speech Research Labs
[SRL] :-)
