Well the percentage is bounded away from since 0 since once I met a
stripper in Vegas who couldn't read a single word off of a menu (and
not due to eyesight). And it's bounded away from 100 since Rohit, for
instance, is a literate USA-an adult. Other than that, my guesstimate
is 3%.

I suppose the 40% comes from some report much publicized a couple of
years ago in a cheesy attempt to sell flat dead trees with ink stains
on them, when there was no interesting news to report.
