Uh... no actually. That would be because growth is usually a few
percent per year so less precision than 0.1% would be ridiculous.

Will France's GNP grow by 2.7 or 2.8 or 2.9%? Does this chump suggest
we round those figures? Will Ireland's grow by 6.9 or 7.0%? Britain's
by 0.8% or what?

A tenth of a percentage point makes sense and the quote is downright
stupid.
