Just don't buy any property: that's where they make up the tax base.

Has the passage of the Taxpayer Relief Act of 1997 helped the perception of
Californians at all in Oregon?

I'd noticed in several areas outside of Portland ca. 1995 that the old
rollover gain exclusion rules meant that the Feds gave severe incentive for
an urban Californian migrant to ridiculously overpay for whatever perfectly
suitable structure was on the lot, demo it, and put up a monstrosity that
came as close to the setback limit as possible.
