Well, it should be possible to mount an anonymizer layer on top of
every network, however fashistoid. Identifiable the headers may be,
but not if datagramm's contents are crypted and multiple packets are
issued do random hosts, concealing true destination. There is
additional load on the network, but that's a small price to pay. The
smaller the message (ideally, a brief ascii email), the better the
protection.

Of course you can bug a lot of nodes, do statistical long-term
analysis, etc., but it's noticeably harder.
