Not necessarily. The people you see on COPS with their identities
screened are those who didn't sign a release. I don't know if this is
to protect people in the pre-conviction legal funnel, or because
they'd be making money off of the images and need royalty protection.
But this aspect doesn't really apply, anyway - we've been talking
about information, not media. The filmers have the information and
can use it, they just can't broadcast it in that form.
