Ok, I missed that item.  Can someone cite a reference for this?  I was
under the impression that no one claimed responsibility for the WTC
attack.

Exactly my point, and thank you for making it.  _Actions_ are
indictable. Boasts, attitudes and philosophies that may endorse
particular actions are not.
