Not a bug, maybe a misfeature.  Google's description on their site is
vague, but apparently a page that contains the search term will cause
pages that it links to to be considered matches for that term.  For
example, searching for "brittany spears" currently has
www.britneyspears.com as the first match, even though that phrase
isn't on that page.  I assume leagues of high school fan sites contain
that term and link to www.britneyspears.com, and the high rank of that
page pulls it to the top.
