They are not even close to trying to set up a permanent government. The
first goal is to set up a transitional government that will allow aid
agencies to do their work and prevent an immediate flare-up of a new
civil war. East Timor also had a transitional government (though it was
UN run, not local). How could they even start talking about democracy
before the entire country is under unified governance?? Remember that
the war isn't over. This transitional government is just supposed to
keep the "victors" from shooting each other until the true end of the
war.
