A group of senior US intelligence specialists combatting terrorism is
circulating a memo to American law enforcement agents worldwide
cautioning against profiling based on race, nationality or other
characteristics.=20

Though the US government has identified the 19 men suspected of carrying
out last month's hijackings and terrorist strikes as Arabs, the
four-page memo warns that looking for a type of person who fits a
profile of a terrorist is not as useful as looking for behavior that
might precede another attack. It also suggests that over-reliance on
profiles might be one of the reasons that the attacks of Sept. 11 were
not prevented.=20

''Why are we in the situation we're in? We were paying attention to a
set of characteristics, instead of a set of behaviors that launch an
attack,'' said one of the authors who, like the others involved in the
memo, spoke on condition of anonymity.=20

The memo - by five intelligence specialists who work for the nation's
leading law enforcement and counterterrorism agencies - argues that
profiling adds no security, and in fact can compromise it.=20

Another of the specialists acknowledged the antiprofiling
recommendations were counterintuitive, and seemingly inconsistent with
the government's having identified the hijackers, and 22 others on a
''most wanted'' list, as being of Arabic descent.=20

''But there are at least a million people of Middle Eastern descent in
the US,'' he said. ''Do we consider them all potential terrorists?''=20

Foreign nationals, especially Arabs, might properly raise some concern
when flying into the United States, the specialists said. But just
nationality is insufficient to know who merits more concern. A redheaded
woman from Arkansas should raise just as much investigative interest, if
she was, say, seen to be videotaping airport security.=20

''It's only human to say these people are different, and the likelihood
that an Arkansan will say this country is terrible and blow it up is
less than a Jordanian,'' the second specialist said. ''But
fundamentally, believing that you can achieve safety by looking at
characteristics instead of behaviors is silly. If your goal is
preventing attacks ... you want your eyes and ears looking for
pre-attack behaviors, not characteristics.''=20

In their memo, titled ''Assessing Behaviors,'' and in interviews with
the Globe, the officials said that any profile based on personal
characteristics or personality draws an investigator's attention toward
too many innocent people, and away from too many dangerous ones.=20

The authors urge investigators to look at ''what a person has done and
plans to do, rather than who that person is.''=20

They offer a series of questions for investigators to ponder. The
questions encourage officials to stay focused on behaviors that might
indicate that a terrorist is selecting targets, recruiting and
organizing members, acquiring skills, assessing vulnerabilities of
targets, acquiring financing, probing boundaries, communicating with
conspirators, using insiders, maintaining secrecy, assimilating into
Western culture, and acquiring weapons.=20

''A lot of people are asking, `What does a terrorist look like?'''
another of the memo's authors said. ''How does it help you protect the
water supply to know that these terrorists were Arabs? If I have a
profile, I'm looking for people who match a picture. We need to look for
a set of attack-related behaviors.''=20

After Sept. 11, racial and ethnic profiling has lost some of the stigma
it acquired through association with traffic stops of minorities. Polls
show that a majority of Americans say they support requiring airline
passengers of Arab descent, including US citizens, to undergo more
intensive security checks.=20

The 19 men who turned airplanes into fuel bombs did not meet the
established profile of suicide terrorists in the Middle East as being
underachieving teenagers. At least some were educated, middle-class men
with the patience to develop skills.=20

''This is an adaptive organization, a very dynamic organization,'' said
Jerrold M. Post, director of the political psychology program at George
Washington University. Although not among the authors of the memo, he
said he agreed that behaviors should be the focus of terrorism
prevention because the hijackers were clearly disciplined enough to
avoid displaying the characteristics of a simple profile.=20

Profiles of terrorists still are falling on Washington like leaflets on
Afghanistan. For example, `The Violent True Believer: Homicidal and
Suicidal States of Mind,' was distributed on Sept. 21 to the FBI and
other agencies by four psychologists with Forensis, a nonprofit
organization in San Diego. The suicide bomber is narcissistic, the paper
says, and usually envious, grandiose, and seeking power. The profile
offers 30 characteristics of the suicidal attacker: Arabic male, 18-45,
probably single, mobile lifestyle, recent immigrant, with later-life
training in a job, such as aviation, that typically involves males of a
younger age, paying for purchases in cash.=20

In fact, some of the hijackers on Sept. 11 paid cash, but others paid
with a credit card. Some bought on the Internet, others at the airport.
Some had pilot training, others did not.=20

Profiles are tempting, even for investigators, warned one of the
intelligence officials who wrote the memo. ''Tons of information is
coming in from everywhere,'' he said. ''If you give people a profile, it
helps you not be overwhelmed by the stream of information.''=20

The officials also point to lessons learned from failed profiles of the
past, including would-be presidential assassins, school shooters, and
drug smugglers.=20

The Secret Service profile of an assassin included the loner, the
mentally ill, the hater, and most of all, men. But after Sara Jane Moore
took a shot at President Ford in 1975, many people believed that the
profile needed to be changed. After studying assassins, however, the
Secret Service found that there was no profile at all, that many
assassins were not loners, were not mentally ill, were not haters. As a
woman told the Secret Service after she was convicted of bringing a gun
to a rally for President George H.W. Bush in 1992, ''I liked the man. I
would have voted for him if I hadn't been locked up in county jail'' for
threatening to kill him. What the assassins did have in common were
behaviors: approaching targets, acquiring weapons, communicating intent.


The FBI profile of school shooters included the disturbed student, the
low-achiever, and, again, males. That profile was undermined by
Elizabeth C. Bush, a 14-year-old who pleaded guilty to shooting another
girl at her Catholic high school in March in Scranton, Pa. It turns out,
when the cases are studied, that school shooters have been of all types:
good students and bad, from all types of families, of all races.=20

The intelligence specialists who wrote the memo say that terrorists
aren't necessarily like killers or drug traffickers, and security lies
in the hard work of watching for suspicious behavior, not for suspicious
people.=20

''Recent research about targeted violence,'' the memo says, ''suggests
this behavioral approach is far more likely to be helpful to the
intelligence and law enforcement communities than is profiling.''=20

The intelligence specialists say profiles may make members of the public
feel safer, even if the solutions don't logically fit the problems. Some
corporations, for example, have responded to the Sept. 11 attacks by
increasing background checks, which essentially means checking for
criminal records of job applicants. But there is no evidence that the
World Trade Center terrorists had criminal records.=20

Another problem with tweaking a profile to fit the latest case, the
intelligence experts warn, is that a new type of terrorist doesn't
necessarily supplant the old. It may just be that the spectrum of terror
has broadened. They said the simple truck bomb is still a concern, such
as the one that killed 168 people at the federal building in Oklahoma
City in 1995.=20

HAZMAT,'' one of the authors said, using the abbreviation for hazaradous
materials. ''Do not neglect paying attention to the lower-level
function. Past successful behavior will perpetuate. While you're looking
for the skilled technician, some guy drives a bus with 20 tons of
fertilizer into town hall. There's still a bunch of them running
around.''=20
