It wasn't stupid, it was brilliant.  It was almost as brilliant as FDR's
announced goal of 'unconditional surrender'.

As for a world war, the capacity doesn't exist.  The worst you could
imagine would be simultaneous regional conflicts.  The US owns all the
world's blue oceans.

What it doesn't have is the troops to back up all its obligations.

IIRC, the US now has 10 Army Divisions.
1 in Korea
1 in Hawaii backstopping the one in Korea
1 to support the mission in Bosnia (1 deployed Brigade, the rest
rotating)
1 to support the mission in Kosovo (1 deployed Brigade, the rest
rotating)

If you leave one in the US as a reserve that means you can deploy 5.
Interestingly enough, some people report that Pentagon planning for the
invasion of Iraq is only planning on using 100,000 troops.  If so, we
aren't expecting the Iraqis to fight very hard.  That is an occupation
force, not an invasion force.
