Taxes??? Where have you been, man!  That's /so/ 19th Century! Victors
don't take /taxes/ from the vanquished anymore, that's /way/ too
expensive to enforce and collect. No, they take loan interest, voting
shares, transport right-of-way and exclusive distribution rights.

... and the answer there, as with US/Japan and US/Germany, is "yes".
