Interesting ... I found the same in Toronto and Ottawa ;)

It's ironic, but of all my friends here in the bush, those with roots
going back 4 or more generations are the most welcoming of what I am
trying to do ... it's the ones that squatted in here post-WWII who
make the biggest noises about change.

This is a very real concern, but when faced with crumbling
infrastructure for lack of a tax base vs being more welcoming of
outside investment, most communities start to reconsider their
position.  

During the ill-fated (or maybe just ahead of its time) "Infocor"
project in my own neighbourhood (where sentiments similar to what you
described largely shut it down) there was a very real fear that
outside interests would look outside for their skilled help, leaving
the residents still unemployed.  This aspect of "rural development"
concerns me greatly, and was one reason I opposed the call-center
idea.  We don't need more minimum-wage temp jobs, we need to offer our
young people real challenge enough to last their entire working
career.

Johnstown (or any town/city/berg) are quite justified to not want to
have their centuries of patience and endurance undermined by outside
money, but they also do honestly want to retain their young people.
