A rather strange statement. You have no idea what it would mean if the
rest of the world was your enemy. Currently, they're not. Nukes are cheap
and easy to make. You don't want more of them in the world.

A serious biological stealth attack by a fringe group doesn't look like a
bunch of radar blips.
