I go to look up DLL redistribution policies at the Microsoft site
at http://www.microsoft.com/msdownload/platformsdk/sdkupdate/downlevel.htm
My usable, but sometimes problematic for reading MS HTML Netscape 6.2.1
gives the below item.
Switching to my very amazing looking IE 6.0, I get the same thing. So
unfortunately, not only do you need to have IE 5.0 or later, you have
to have something in between 5.0 and, but not including, IE 6.0.

The Microsoft® Platform SDK site requires Microsoft Internet Explorer version 5.0 or later. You can download
the latest Internet Explorer for free.
In addition, Microsoft ActiveX® controls are used to install components on your computer. If you are not
running Microsoft Windows® or an operating system that is compatible with ActiveX controls, you cannot install
the SDK using SDK Update.
