intent: misguided, not malicious.
as a group, i doubt they're seeking political and/or financial gain. thrill
seeking might be a personality trait, and even a driving one, but i can't
assign it across so large a group as THE motivator.
i put it squarely on the pres and his henchman.

Why, exactly, do you love the troops? Because they will go out, and kill
people, if so told? For money, perks, peer prestige, thrill of the kill?
I would understand if this was about kids pressed into service, threatened
with jail or worse. These people signed up for kill and being killed
(little danger, in this campaign, things are bound to become more
difficult as the empire expands) voluntary.
I must admit my love for the troops is very, very limited.
