I just found a used book at the local hospital gift shop by Frederick Pohl, 
"The Cool War" published in 1980.  The cool war involves acts of terrorism 
committed by governments as well as other groups where the intent is to 
keep from being noticed, i.e., no one knows the act of terror 
occurred.  For example, those fish in Florida that walk across land to 
infest other streams, West Nile virus, African bees, etc.
