A politically feasible first step would be to
create road utilities, that like electrical
utilities, have to cover their own cost, for
both operations and capital expenditures. This
eliminates the current subsidy for roads, and
creates a legal environment for private road
utilities. Eliminating the subsidy would
greatly decrease state budgets, allowing the
elimination of state income taxes, and the
lowering of state sales taxes. That, in turn,
makes more feasible the replacement of the
federal income tax by a sales tax.

There are a lot of benefits from selling the
roads. Unfortunately, this one of the subsidies
-- undoubtedly the biggest -- that the
Republicans love.
