Yes -- and car-ownership taxes are abolished.  Assuming public transport
works out cheaper, this encourages public transport use for daily commutes
etc., thereby reducing traffic and emissions.

This has been mooted in Europe, but the driving-for-a-living lobby
(truckers etc.) are not keen at all.
