Man, you sound just like Frank Tang.

The problem is that between content negotiation, transcoding proxies, and 
documents in more than one encoding on a given server, it is not 
deterministic. It's something that could be fixed with a single implicit 
parameter in all forms too.

Having to serve in UTF-8 is not always practical, BTW.
