That would be improbable, since Bush appears to have taken New Mexico,
Nevada, Alaska, and Iowa in the final tally.  If it did come in at
269-269 in the Electoral College, it goes to the Congress to decide,
which has a sound Republican majority.  So a tie is effectively a Bush win.

Legislatures have the backup vote generally in the case that the popular
vote fails to be decisive, whether due to catastrophe or to serious
doubt about the integrity of the popular vote.
