Everything I've seen on Mad cow from _credible_ experts in prion 
diseases has said in no uncertain terms that the beef supply is widely 
infected, feed lots are perminently contaminated, and that many millions 
of humans are already living with the disease.

Thus the USDA having that insane power.

The trick, is to make sure you kill the beef cows young (age 2 or less) 
before they can get old enough to go "mad". Notice that all the publicly 
reported cases are in older cows, around age 8. So someone screwed up. 
Not only that, but the only cows that get to live that long are used for 
breeding, making the problem even worse.

Human testing is also not allowed, no lab will risk the contamination of 
the lab. Doctors can easily dismiss it as alzheimers. Lucky for us, 
there is LOTS of research going on in the field of prions.
