that may indeed be it -- VAT at 21% accounts for a lot of that 28%.

Sales tax isn't included in the listed price on the US Apple Store,
probably because it depends on the state you'll be shipping to.
(iirc, California does require that retailers charge sales tax
at sale time -- it's only inter-state orders where the customer
is supposed to pay afterwards?)
