Cycling requires roads in very good shape.  (Remember those fishing
boats?)  Even walking requires knowing a passable route to a safe
place --- and being prepared to deal with unknown hazards around the
next bend all the way, as opposed to the evils you've already
inventoried around the immediate area (including all the other
desperate, displaced humans).

This is the equivalent of a war zone, and strolls through a war zone
are not fun.  And it may very easily be for naught: Plenty of places
100 miles from New Orleans are still a bloody mess.
