Not speaking for Kak or Turpin, but...

Kak's approach is to formulate a Mach's principle-like concept  
probabilistically, with respect to universal isotropy.  It's not  
ordinary Machian frame dragging, and doesn't require a spinning  
universe. ;-)

Just to be precise:  the twin paradox isn't about the time dilation  
effect itself, but rather the choice of reference frame to regard as  
accelerated.
