[FoRK] Baseline for calling out the issue redux

I want to reseed this out of the context of its thread so that others
can get to it with out huffing thru the 2guys1thread mishimash that is
the last day or so of posts.
These points as set out by Dr E make, I think, a great set of
rules of thumb to hold any organization, institution, group or such as
to see if it is part of the problem.
For each of those in doubt ask these questions..... Are they or do they......
