Now perhaps I'm too much of a cynic, but  this seems to be addressing the government's idea of taxing Private Equity's carry as income, rather than capital gains. In other words, the writer wants to make the case that those with 'the “justly acquired endowment” of entrepreneurial genius' shouldn't have to pay the same tax rate as everyone else. Nothing like a little propaganda to demolish a perfectly good thought experiment (they don't seem to have any details that would let you follow their reasoning). And maybe I'm too cynical, but the Bushies inspire it!
