Vinge's latest book also works along these lines; I found it to be a
pretty stimulating read.

Yes and no.
It will do little/nothing to stop such patents getting issued, as
(generally speaking) the Patent Office hasn't quite figured out how to
effectively integrate Google into their filing process.
It should, however, make it easier to get such patents overturned once
they come up in litigation. This is better than nothing but still not
great, given how time-consuming/expensive it can be to overturn
patents.
