Two reasons. 1) "Significantly lower" generally means that. 2) His
economic advisors are saying 20%. Here's the link:

Admittedly, there is always the problem of guessing how any politician's
words translate into future behavior. The good glean on McCain is that
he doesn't mean all that he has done to kiss up to the Bush base. The
bad glean is that that kissing up will translate into policy, if only
because of his political commitment in making that tack and pay back to
The Base for getting him elected. The good glean on Obama is that he
really does believe in keeping the capitalist engine running well, and
will listen to his Univ of Chicago advisers regarding that. The bad
glean is that, despite his words, he will spend to reward the Democrats'
every interest group, and tax for taxation's sake.
