Yeah, true enough.  But the process and dance is a significant part of  
the cost of the underlying service or product that the procurement is  
nominally about.  A lot of money gets lost in the process, but much of  
that process exists for featherbedding and other political goals. The  
business of DoD contract auditing was an educational and informative  
experience for me, way back in the day.

In a sense, the political goal is procuring the process rather than  
the product, and the ultimate customer is the victim when they receive  
the final bill.
