Just like residents of Washington DC and the territories aren't really

I'm pretty sure that Canadians could pretty much just vote themselves in 
by agreeing to a petition to the US or something.  Perhaps the next time 
the Quebecois are agitating to secede ...  Besides, Canada could buy 
their way in with oil and other natural resources at this point.  Or a 
working health care system.  ;-)

Of course, Mexicans are voting with their feet.  If it gets any more 
blatant, it should be entertained, or threatened, or something.  How 
about: "We need to annex Mexico to get a tax base to pay for the social 
services for all of those illegal immigrants."  Seems like a logical Tea 
Party suggestion.  (I'm not convinced that they're actually getting 
social services to any great degree, other than public schooling, but 
it's an interesting (in the sound bite sense) argument anyway.)

It has probably been good in all kinds of ways that the "add a state" 
mechanism broke at 50.  I'm guessing it was because 50 was such a nice 
round #, plus the map is reasonably clean.  Hard to see why it should 
always be broken.
