In support of this observation:  this doesn't merely happen across national borders, it happens domestically / interstate as well.  Take a gander at this:

Note how prevalent is the phenomenon of money moving *away* from states that seek to provide all-inclusive packages of "benefits" and so forth towards the more government-minimalist locales.
