People always wonder that about *every* President and with the same intensity, for as long as I've been alive. The President is a very popular bogeyman.
One of the things about the US government that makes it implausible is that the authority and power is quite diffused by design. The level of cooperation required would be very difficult to achieve because it requires the involvement of so many people with relatively little to gain. As has been seen many times, even if you have a virtual lock on the top offices of the Federal government it is still damn hard to force anything radical.
