This used to be called "having respect."  Two things happened:

    1.  Politicians realized they could trade any respect for money.
    2.  People began to equate "having money" with "having respect."

Now, "having money" is increasingly the goal.  Quantifying is easier.

The success of a new voting/governing process will be determined largely 
by this aspect:  unless and until current ~value~ systems change, 
violations of the public trust will continue to grow.
