Wrong! FORTRAN had zillions of libraries. E.g DISPLA and many math 
libraries.

But it seemed like a lot of the "newer" (1970+) languages didn't 
understand the importance of libraries, and thus didn't have 
OS-independent ways of supporting them.

On the VAX, of course, you could use libraries from any language. 
Perhaps the BEST thing about the VAX architecture. But of course this 
was necessarily OS-dependent.
