Actually, it is. Many municipalities have severely restricted the use of
high-speed chases, relying instead on nail strips and other ways to capture
criminals in flight.
It's not always effective, but there is strong support for "evidence-based
policing," even though this is at least as threatening to police egos as
evidence-based medicine has been to doctors'.
