Essentially, you eliminate nearly all bureaucracy and management associated
with social security systems, and replace it with a simple monthly payment
to every single citizen.

Coupled with a flat tax, you get a taxation system in which the effective
tax rate smoothly asymptotes towards the flat tax rate as income increases.
