Let's get a more full quote. Straight from your source: "Whatever the

If that president wants to negotiate a trade deal that undercuts Dodd
Frank, it will be very hard to stop it.”

She is NOT warning the Pacific rim nations involved in the TPP
negotiations that that treaty could be undone by the next president.

She is warning her fellow Senators and the American people that a vote
for fast-track authority gives that to the next president as well as
to Obama. For making future agreements. And that future president is
not bound by any commitments Obama has made about how to use that, for
example, not to undercut Dodd Frank.
