Search Dejanews (the old archive) for "Canadian Internet Licensing
Board". Yep, there it is on March 26th, 1997. Note the guy's name,
"Harold Oser", ie. "H.Oser".

CANADIAN INTERNET LICENSING BOARD ISSUES FIRST CALL FOR LICENSE
APPLICATIONS

Toronto, Ontario (March 26, 1997) - The Canadian Internet Licensing
Board (CILB) has issued its first call for license applications. The
deadline to apply for a license to operate a Canadian Web site is June
30, 1997. The official application form can be obtained from the
Canadian Internet Licensing Board Web site located at
<http://www.cilb.com/>.

"We expect to receive thousands of license applications," comments
Harold Oser, Director of the CILB, "so I'd like to encourage Canadian
Webmasters not to wait until the last minute to submit their
applications."

The Canadian Internet Licensing Board (CILB) is a special operating
agency authorized to process and issue English Language Canadian Web
Site Licenses under Canada's new Information Highway Act. Under this
Act, all Canadian Web Sites must apply for a license to operate by
June 30th, 1997. Applications will be reviewed and licenses will be
issued by the CILB on a first-come, first-served basis, and only to
Canadian Web sites that meet the Information Highway Act's Canadian
Web Site Guidelines. These guidelines are designed to ensure that
Canadian Web sites adhere to Canadian Content regulations similar to
those already in place for Canadian books, motion pictures, television
productions, and other audiovisual productions.
